DEWA, Chiller and Internet: Setting Up Utilities in a Dubai Property

Nobody moves to Dubai excited about utility accounts, and yet the cooling arrangement in a building can change a household's monthly costs by more than a thousand dirhams. It is worth twenty minutes of attention.

Here is the whole picture, in the order you will need it.

One: DEWA

The Dubai Electricity and Water Authority supplies electricity and water. You cannot open an account without a registered Ejari tenancy or, as an owner, your title deed.

What you need: Ejari certificate or title deed, Emirates ID or passport, the DEWA premises number for the unit, and a contact number.

There is also a connection or activation charge, and registration is done through the DEWA app or website, typically activated within a day.

Two: Cooling, the One That Matters

Air conditioning is the largest component of a Dubai household's utility spend, and there are three arrangements. Establish which applies before you sign anything.

Included in the service charge. The owner pays cooling through the building's service charge and the occupier pays nothing separately. Best for a tenant; the cost sits with the landlord.

District cooling, billed separately. A provider such as Empower or Emicool bills the occupier directly. This is where the detail bites: district cooling bills typically include a capacity or demand charge that is payable whether or not you use any cooling, alongside a consumption charge.

That fixed element is why a tenant who travels for two months still receives a bill, and it is the most common complaint from new Dubai residents.

Cooling through DEWA. Where the unit has its own conventional air conditioning, it simply appears in the electricity consumption.

District cooling providers also take their own refundable deposit, commonly AED 2,000 to 4,000, plus a registration and activation fee.

Three: Internet

Etisalat and du serve residential buildings, and in many towers only one of them is available, because the building is wired for a single provider. Check which before assuming you can choose.

Home packages typically run AED 300 to 600 a month for broadband, often bundled with television. Installation is normally a few days from application.

Four: the Housing Fee on Your DEWA Bill

Dubai Municipality levies a housing fee collected through the DEWA bill, calculated at 5% of the annual rental value and charged in monthly instalments.

For tenants it is based on the Ejari contract rent. For owner-occupiers it is based on an assessed rental value for the property.

It is not an error on your bill, and it is a real line in the household budget that new residents routinely forget.

One. Settle and close the district cooling account and obtain the clearance.

Two. Request final DEWA billing and account closure, which triggers the deposit refund.

Three. Cancel the internet contract, checking any minimum term.

Four. Cancel the Ejari registration.

Five. Obtain your DEWA clearance certificate, which the landlord will ask for before releasing the security deposit.

Landlords should require the clearance rather than assume it. Unpaid utility balances left on a property are an avoidable dispute.
