From Contractor to Developer: The HRE Story
HRE was established in 2003 in Sharjah as a construction company, and for most of its life that is exactly what it was — a contracting business delivering projects for other clients across the Emirates. Over 22 years it accumulated the thing that is hardest for a new developer to buy: a construction track record, and the in-house teams that produced it.
The shift into development proper is recent, and it has been fast. The company moved into Dubai with the Skyhills series, first in Dubai Science Park and then in Jumeirah Village Circle, and has since expanded into waterfront and master-community territory with Celeste at Al Jaddaf and Sakura Gardens in Dubailand. Its head office now sits inside one of its own buildings — Skyhills Astra in Dubai Science Park — which is a small detail but a telling one.

Skyhills Residences 1 — Dubai Science Park
The project that moved HRE from contractor to developer. Located in Dubai Science Park in Al Barsha South, it was handed over approximately six months ahead of schedule — the single most useful data point available on this developer, because early delivery in Dubai's off-plan market is rare enough to be newsworthy.

Skyhills Residences 2 — Jumeirah Village Circle
A JVC development that sold out completely within two months of launch, at a value exceeding AED 650 million, announced in March 2025 alongside sales partner One Broker Group. Handover is scheduled for Q3 2026. A full sell-out at that speed is a demand signal worth noting, though buyers should read it as evidence of pricing and positioning rather than a guarantee of future appreciation.
Skyhills Residences 3 — Jumeirah Village Circle
The third phase in JVC, comprising 501 residential units across studios, 1, 2 and 3-bedroom apartments, with handover targeted for Q2 2027. Amenities across the Skyhills JVC phases include a temperature-controlled pool, wellness pool, outdoor gym, tennis and basketball courts, jogging tracks, BBQ areas and landscaped gardens.
Skyhills Astra — Dubai Science Park
HRE's flagship in Dubai Science Park, Al Barsha South, and the building that houses the company's own head office. It offers studios, 1-bedroom units including layouts with a study, and 2 and 3-bedroom duplexes, with handover scheduled for Q4 2027. The payment structure is a 60/40 split — 60% through construction and handover, with the remaining 40% spread over two years post-handover — which is among the more buyer-friendly plans in this segment. The project is also tied to a Dubai Cares partnership, under which each home purchased supports global education initiatives.

Celeste — Al Jaddaf Waterfront
A deliberately small, boutique development in Culture Village on Al Jaddaf Waterfront, overlooking Dubai Creek. Celeste is a G+B2+7 mid-rise holding just 44 residences — 1, 2 and 3-bedroom freehold apartments — with prices from around AED 1.47 million and handover targeted for Q2 2027. For buyers who dislike the scale and density of large JVC towers, a 44-unit building in a heritage-adjacent waterfront district is a genuinely different product.

Sakura Gardens — Falcon City of Wonders, Dubailand
HRE's most ambitious undertaking to date, and a clear step up in scale. Located in Wadi Al Safa 2 within Falcon City of Wonders, it spans 49,000 square metres and will deliver 1,429 fully furnished units in a low-rise G+9 configuration. Half the project footprint is given over to green space, including a 30,000-square-metre central park. The amenity list runs past 50 facilities — a beach-style lagoon pool, rooftop gym, wellness pavilions, padel and basketball courts, running trails, children's play areas, smart home automation in every unit and EV charging infrastructure. HRE broke ground on 18 May 2026, with completion expected in Q4 2028. The name draws on the Japanese cherry blossom, and the landscaping concept follows from it.

What Buyers and Investors Should Weigh
The construction background is the real differentiator. In a market where handover delays are the single most common complaint against off-plan developers, a developer that came up through contracting has structural control over its own timelines. The early delivery of Skyhills Residences 1 is evidence that this is more than a talking point.
The development track record is still short. This cuts the other way. HRE has 200-plus completed construction projects, but only a handful of completed developments under its own brand. Buyers are pricing in a contracting record, not a decade of developer deliveries. That is a reasonable bet, not a risk-free one.
Payment plans are competitive. The 60/40 post-handover structure on Skyhills Astra, and the 20% down payment entry points across the Skyhills phases, put these projects within reach of buyers who cannot fund a conventional 80/20 plan.
Locations are mid-market growth corridors, not trophy addresses. Dubai Science Park, JVC and Dubailand are established, rentable, well-connected districts rather than prime waterfront. That generally means stronger rental yields and a lower entry price, with slower capital appreciation than a Downtown or Marina address.
Ask about escrow and DLD registration on any project you consider. This applies to every off-plan purchase in Dubai regardless of developer, and it is the single most important check a buyer can make.
Is HRE Development a Good Choice?
For a buyer who values delivery certainty and a competitive payment plan over a trophy postcode, HRE presents a coherent case: a long construction record, an early handover already on the board, projects in districts with real rental demand, and payment structures that spread the cost past handover. For a buyer chasing prime-address prestige or a decades-long developer pedigree, the larger names remain the safer story.
The most practical way to judge it is project by project. Skyhills Astra and Sakura Gardens are very different propositions with different horizons, price points and risk profiles.
