Palm Jebel Ali: An Area Guide for a District Where Nobody Lives Yet

Palm Jebel Ali is twice the size of Palm Jumeirah, adds about 110 kilometres of coastline, and is being sold hard. It is also a community with no residents, no rental market, no service charge history and no completed frond. That makes most of what an area guide normally contains unavailable — and makes any quoted rental yield for Palm Jebel Ali invented. Here is what the approved masterplan commits to, what is verifiably built, what is being sold and at what price, and the three risks specific to buying here.

Palm Jebel Ali: An Area Guide for a District Where Nobody Lives Yet

Every other area guide in this archive can tell you what a district is like to live in. Rents, service charges, which towers have cooling problems, how long the school run takes, where the Metro gets you at eight in the morning.

Palm Jebel Ali has none of that, because nobody lives there. There is no completed frond, no handed-over villa occupied by a resident, no Ejari history, no service charge track record and no rental market. Which means the ordinary furniture of an area guide genuinely does not exist here, and anyone quoting you a Palm Jebel Ali rental yield is not reporting a figure — they are inventing one.

What can be done is a different and more useful exercise: separate what has been formally committed from what is verifiably under construction from what is a sales projection, and be clear about which category each number falls into.

What the Approved Masterplan Commits To

The project was revived when Sheikh Mohammed bin Rashid approved a new masterplan at the end of May 2023. Nakheel's own announcement of that approval is the primary source for the headline figures, and they are the ones worth holding onto.

MeasureCommitted figure
Total area13.4 square kilometres
Size against Palm JumeirahTwice as large
New coastline added to DubaiAbout 110 kilometres
Families to be housedAbout 35,000
Hotels and resortsMore than 80
Energy from renewable sources30% of the island's requirement
Planning contextPart of the Dubai 2040 Urban Master Plan

Those are the figures from the developer's announcement of the Ruler's approval. Several widely repeated details — a count of sixteen fronds, seven islands, more than 90 kilometres of beachfront — come from listing and brokerage sources rather than that announcement. They are probably right, and the frond lettering is visible in Land Department project records, but they are a different class of evidence and worth treating as such.

What Is Verifiably Built

This is where a buyer should be spending their attention, because it is checkable.

Nakheel has awarded construction contracts running into billions of dirhams for the first villa packages across the early fronds, and infrastructure work on a similar scale has been scheduled for completion through 2026. The bridge connecting the island to the mainland road network was completed in early 2026, which removes the single most-cited objection to the location — that it was a long way from anything with no direct access.

The most useful public check is the Land Department's own project status enquiry, which publishes a completion percentage per frond. Through 2026 those percentages for the early fronds have been running broadly in the 35% to 56% range, varying frond by frond. That is a real number, published by the regulator, specific to the frond your unit sits on, and it is the single best answer to "how is construction going".

Check it yourself for your frond before signing anything. A frond at 50% and a frond at 15% are different purchases with different handover risk, and they are being sold side by side at similar prices per square foot.

What Is Being Sold

The residential offer so far is villa and mansion product, in two named collections.

CollectionConfigurationInternal areaEntry price
Beach Collection5 and 6 bedroomsAbout 7,000 to 8,500 sq ftFrom around AED 18.6 million
Coral Collection7 bedroomsAbout 11,200 to 12,200 sq ftFrom around AED 29 to 32 million

Payment plans are construction-linked and have varied between releases, commonly with 20% at booking, the bulk spread across instalments during construction, and 20% to 30% at handover. Plot sales at the top of the market have printed very large numbers, including a single plot reported at AED 323 million in April 2026, which tells you what segment this island is aimed at.

On the secondary market, early resale prints have clustered broadly in the region of AED 2,600 to 3,000 per square foot. Treat that band loosely. Volumes are thin, every unit is off-plan, the sample is small enough that two unusual deals move the average, and published figures for the same period differ depending on whose data you read. It is a genuine discount to equivalent Palm Jumeirah villa pricing, which is the whole bull case, but it is a discount on an unfinished asset with no track record.

The Handover Date Is Not One Date

This deserves its own section because it is where buyers get hurt.

Across public sources, Palm Jebel Ali handover dates are quoted as late 2026, 2027, Q3 to Q4 2027, Q4 2028, and in at least one payment schedule January 2030. Those are not contradictions so much as different fronds, different releases and different contracts — an island with many fronds launched in waves does not have a single completion date.

The practical consequence: no general statement about Palm Jebel Ali handover applies to your unit. The only date that binds anyone is the Anticipated Completion Date in your own sale and purchase agreement, together with the grace period clause that follows it, which in Dubai SPAs commonly runs 6 to 12 months beyond that date with no penalty attached.

Read both before you sign, and read the archive's guide to off-plan handover delay rights, because Dubai provides no statutory compensation for a late handover. Your remedies come from the contract, from RERA cancellation under the escrow rules, and from the Special Tribunal — not from a general right to be paid for waiting.

Where It Is, and What That Costs in Time

Palm Jebel Ali sits off the coast at Jebel Ali, south-west of Palm Jumeirah, reached from the Sheikh Zayed Road corridor.

DestinationIndicative drive
Dubai Marina and JBR20 to 25 minutes
Al Maktoum International Airport25 to 30 minutes
Downtown Dubai35 to 40 minutes
Dubai International Airport45 to 55 minutes

Those are off-peak estimates on current roads. The honest version is that this is a car-dependent location at the southern end of the city with no Metro connection, and that the southern end of the city is where Dubai is building — Al Maktoum International, the logistics corridor and Dubai South are all on this side. Being 25 minutes from the airport Dubai intends to make its primary one is a better long-term position than being 50 minutes from the one it intends to move out of.

The Three Risks Specific to Buying Here

  • Completion risk, by frond. Nakheel sits inside Dubai Holding, which is a strong sponsor, and the project is visibly under construction. But fronds are at very different stages. Check the Land Department percentage for yours rather than the island's.
  • No operating history. Service charges on a 13.4 square kilometre island with beaches, marinas and 80-plus hotels have no precedent to check against. Palm Jumeirah service charges run at the top of the Dubai range. Budget conservatively and ask for the developer's projected per-square-foot figure in writing.
  • Exit liquidity. The buyer pool for an AED 19 million off-plan villa is small, and until handover it is smaller still. A resale before completion also needs a developer no objection certificate and whatever assignment conditions the SPA imposes. This is not an asset you exit quickly.

Questions Buyers Ask

Is Palm Jebel Ali finished?

No. There is no completed frond and no occupied community. Construction is active across the early fronds, the mainland bridge connection was completed in early 2026, and the Land Department publishes a completion percentage per frond that has been running broadly between about 35% and 56% during 2026. Check the figure for your specific frond rather than relying on a figure for the island.

What is the rental yield on Palm Jebel Ali?

There is not one. No units have been handed over to residents, so there is no rental market, no Ejari history and no service charge record from which a net yield could be calculated. Any specific yield quoted for Palm Jebel Ali today is an estimate presented as a fact, and should be treated as a sales claim rather than data.

How much does a villa on Palm Jebel Ali cost?

Beach Collection villas of 5 and 6 bedrooms, around 7,000 to 8,500 square feet, have launched from roughly AED 18.6 million. Coral Collection mansions of 7 bedrooms, around 11,200 to 12,200 square feet, have launched from roughly AED 29 to 32 million. Early resale pricing has clustered broadly around AED 2,600 to 3,000 per square foot on thin volume.

When will Palm Jebel Ali villas be handed over?

There is no single date. Different fronds and releases carry dates reported across late 2026, 2027, 2028 and in at least one payment schedule 2030. The only date that binds is the Anticipated Completion Date in your own sale and purchase agreement, together with its grace period clause, which commonly allows the developer a further 6 to 12 months without penalty.

How is Palm Jebel Ali different from Palm Jumeirah?

It is about twice the area, villa-led rather than mixed with high-rise apartments, and roughly fifteen years behind in maturity. Palm Jumeirah is a finished district with residents, rents, schools nearby and a known service charge. Palm Jebel Ali is a construction site with an approved masterplan. The price gap between them is the market pricing that difference.

The Short Version

Palm Jebel Ali is a committed, visibly funded masterplan with 13.4 square kilometres, 110 kilometres of new coastline and a 2040-plan role — and it is also a place with no residents, no rents and no service charge history. Buy it as an off-plan construction position on a specific frond, check that frond's Land Department completion percentage, read your own Anticipated Completion Date and grace clause, and discount any yield figure anyone quotes you entirely.

Buying a Plot of Land in Dubai: Zoning Codes, FAR and the Affection Plan

Buying land in Dubai is the one purchase where the title deed tells you least about what you have bought. Two plots of identical size a few hundred metres apart can carry completely different rights, and the difference is zoning, which is not written on the deed. This guide covers who is eligible to own which plots, the residential zone codes and minimum plot areas under Local Order No. 2 of 1999, the Planning Permit requirement and the penalties for building outside it, the two documents that define what you can build, and why small plots disappoint investors.

Etihad Rail Comes to Dubai: What Al Yalayis Station Means for Property

Dubai got a national railway station in 2026 and the property market has barely registered it. Passenger service from Dubai Al Yalayis Station began on 30 September 2026, placing the emirate's only intercity rail terminus on the edge of Jumeirah Golf Estates, linked to the Metro Red Line by a pedestrian bridge. This guide separates what has actually opened from the projections, covers fares and real journey times against the published target, maps the districts in the catchment, and explains why the honest answer on price uplift is that no credible figure exists yet.

Selling a Mortgaged Property in Dubai: Blocking, Three Cheques and the Clock

Most Dubai homes sold today still carry a mortgage, and the transaction runs on rules that decide whether it closes or collapses. The mortgage has to be discharged before the Land Department will register a transfer, and the buyer's money is usually what discharges it. This guide covers Article 10 of the mortgage law and why the bank's consent is a precondition rather than a courtesy, the liability letter and its expiry date, property blocking and why skipping it is the biggest unforced error in these deals, the three manager's cheques, the full cost stack, and the three failure modes that kill most mortgaged sales.
